Hi William,
Apple decided that 32-bit architecture devices aren't fast enough to deliver a good customer experience with content blocking in iOS 9. That means you'll need an iPhone 5s or newer, iPad mini 2 or newer, iPad Air or iPad Air 2, or at least a sixth generation iPod touch to use AdBlock in Safari. It may also be Apple's way of encouraging its users to upgrade their devices. :)
